Confirm which documents Finland actually wants

Not every Nigerian document in a Finland residence-permit application automatically needs legalization. The Finnish authority handling the application should first tell you which particular documents require it. Once that is clear, the Embassy of Finland in Abuja publishes a specific process for Nigerian and other covered West African documents.

The Nigerian Ministry of Foreign Affairs step comes first. The Finnish Embassy will only continue with originals that have already been authenticated by the Ministry of Foreign Affairs in the country that issued them.

Before you start

Use the original document. The Embassy does not accept a certified copy in place of the original for this service.
Do not laminate a document that may need legalization. Laminated documents cannot be processed.
Check that names on the document agree with the relevant passport records.
Complete Nigerian Ministry of Foreign Affairs authentication before sending scans to the Embassy.
Do not post originals directly to the Embassy unless the Embassy gives you a specific instruction to do so.

The current Finland legalization process

1. Send readable scans for review

Email the Embassy’s consular service with readable PDF scans of the front and back of each original document after Nigerian MFA authentication. The email should also include a short cover letter explaining why the document is needed, passport biodata pages for the people concerned and the supporting records relevant to the case.

The Embassy also asks for a return name, telephone number and address in Finland. If the case concerns a minor, a name change or a family relationship, include the supporting consent or civil-status records that explain the circumstances.

Use one email thread for the case so that the Embassy can follow the correspondence. Sensitive documents can be sent through the secure email service linked on the official page.

2. Wait for the Embassy’s payment instructions

Do not pay in advance. After reviewing the scans, the Embassy sends the amount and account instructions.

The published Embassy fee is EUR 60 per document, plus EUR 20 postage. VFS verification charges are separate and are paid by the applicant.

3. Send the originals to VFS only when instructed

After the Embassy confirms payment, it emails instructions for sending the same original documents to VFS Global in Abuja. VFS checks the origin of the documents independently. The Embassy does not control VFS verification fees or the length of the verification.

The Embassy legalizes a document only after VFS returns a positive verification result.

4. The legalized documents are returned to Finland

The official procedure says the Embassy sends the completed documents to the address supplied in Finland. This is why the Finland return address and recipient details should be correct from the beginning.

How long does it take?

The Embassy does not promise one fixed processing time because the verification stage is independent. In cases Antarch Consulting has handled, verification has sometimes taken several weeks and can approach two months. Treat that as practical planning experience, not a guaranteed official timeframe. Start early where a residence-permit appointment or family deadline depends on the documents.

Documents issued outside Nigeria

A document follows the legalization chain of the country that issued it. If, for example, a spouse’s birth certificate was issued in Ghana or Cameroon, it should first be authenticated by the competent authority in that country. The Finnish Embassy’s Nigeria page covers certain West African-origin documents, but the Embassy should confirm the exact route before originals are sent.
