Difference Between NPC Birth Certificate and NPC Birth Attestation Certificate in Nigeria

You may be asked to provide your birth certificate when applying for a visa, joining your spouse abroad, registering a marriage or completing an immigration application. However, when you approach the National Population Commission in Nigeria, you may discover that the document issued to you is called a Birth Attestation Certificate rather than a birth certificate.

This difference in wording can be confusing, especially if the foreign authority’s instruction simply says “birth certificate.” You may wonder whether the NPC birth attestation certificate is sufficient or even the right document, whether you should obtain both documents, or whether you have been given the wrong certificate.

The main distinction is straightforward: the NPC birth certificate is issued through birth registration for children under 18, while the NPC Birth Attestation Certificate is the document generally issued to people aged 18 and above who do not already have an NPC birth certificate. Both serve as official evidence of birth. The attestation is the adult equivalent of the birth certificate and can be used for immigration and other purposes abroad.

What is an NPC birth certificate?

An NPC birth certificate is an official certificate issued by the National Population Commission following the registration of a birth. It identifies the person whose birth has been registered and provides details such as their name, sex, date and place of birth, and parents’ names.

For children under 18, this is the usual document obtained through NPC birth registration. A parent or guardian normally arranges the registration and supplies the required information.

A hospital may also issue a paper called a birth certificate, but the issuing authority matters. A document issued by the hospital itself is different from an NPC certificate obtained through an NPC registration centre located within a hospital.

Accordingly, check whose name appears as the issuing authority. For the usual preparation of Nigerian birth certificates for use abroad, the NPC certificate is the document you should obtain.

What is an NPC Birth Attestation Certificate?

An NPC Birth Attestation Certificate is an official certificate through which the Commission attests to a person’s birth details. It is commonly required by adults who never obtained an NPC birth certificate as children and now need one for an official purpose.

For example, a 38-year-old Nigerian applying to join his wife abroad may have used a hospital certificate or declaration of age throughout his schooling. When he needs an NPC certificate for immigration, the appropriate document is ordinarily the Birth Attestation Certificate.

Older references may call it an “Attestation of Birth Letter,” while the certificate itself may bear the heading “Attestation Certificate.” The NPC online service also uses “Certificate of Birth (Attestation).” These are descriptions of the same attestation service.

The NPC’s current attestation portal specifies that the service is for people aged 18 and above and requires a court affidavit, an email address and an active phone number.

The distinction concerns how the certificate is obtained. An adult does not need to obtain the child’s certificate as well simply because an embassy checklist uses the general expression “birth certificate.”

Birth Attestation Certificate Vs Statutory Declaration of Age Affidavit

This is one of the most important distinctions to understand because the two documents are often discussed together.

A declaration of age affidavit is a statement sworn before a commissioner for oaths at a high court in Nigeria. The person making the declaration, called the deponent, states the relevant birth details under oath. The NPC then uses the affidavit as supporting evidence when processing the Birth Attestation Certificate.

The affidavit is therefore the supporting declaration, while the attestation certificate is the document subsequently issued by the NPC. Obtaining the affidavit alone does not mean that you have obtained your NPC certificate.

A parent can swear the declaration about their child’s birth. This is particularly useful where the applicant lives abroad, since the parent can explain when and where the applicant was born from personal knowledge. Keep the affidavit after obtaining the NPC certificate. Some foreign authorities require both documents, together with identification for the person who swore the declaration.

Do you need an attestation certificate after turning 18?

If you already have a genuine NPC birth certificate issued during childhood, turning 18 does not invalidate it or automatically require you to obtain a Birth Attestation Certificate.

The age distinction explains the usual procedure for obtaining a certificate where one has not already been issued. It does not mean that everyone must replace their birth certificate on reaching adulthood.

Similarly, losing an existing NPC certificate is different from never having obtained one. If your birth was registered and the certificate has been lost or damaged, ask the NPC about retrieval or reissuance using the existing registration details. Can you use a Birth Attestation Certificate for immigration abroad?

Yes. An NPC Birth Attestation Certificate serves as the adult equivalent of an NPC birth certificate and is used for visa, residence, family reunification, marriage and other official applications abroad.

Its title does not make it an inferior document. A checklist asking for a birth certificate is usually asking for official evidence of your birth, rather than insisting that an adult obtain the particular certificate issued through childhood registration.

The United States’ official guidance on Nigerian civil documents, for example, expressly recognizes the NPC Attestation of Birth Certificate among acceptable birth documents. travel.state.gov

However, acceptance of the certificate and preparation of the certificate are separate matters. An authority may accept the attestation while still requiring the supporting affidavit, authentication, translation or direct NPC verification.

Where authentication is required, the Nigerian Ministry of Foreign Affairs signs and stamps the NPC document for use abroad. Where embassy legalization is also required, that follows Ministry of Foreign Affairs authentication. A notary’s stamp is a separate procedure and does not replace either requirement.

Belgium provides a useful example. Its embassy lists both birth certificates and attestations of birth, but requires an NPC verification letter with a unique token. Can foreigners born in Nigeria obtain an NPC certificate?

Birth registration in Nigeria is not limited to Nigerian citizens. The Births, Deaths, Etc. (Compulsory Registration) Act provides for registration of every child born in Nigeria, rather than only children with Nigerian parents. data.unicef.org

This matters for someone born in Lagos to Indian parents, for example, who later moved abroad and now needs official evidence of where and when they were born. Their foreign nationality does not erase the fact that the birth occurred in Nigeria.

If an NPC certificate was issued during childhood, the starting point is that existing certificate and its registration details. If the person is now an adult without one, they should approach the NPC about obtaining the appropriate attestation and preparing the supporting evidence of their Nigerian birth.

The online channel needs separate attention. The NPC child birth-registration self-service portal currently specifies that at least one parent must be Nigerian. For someone living abroad, prepare any existing Nigerian birth certificate or hospital evidence, current identification and available information about the parents. Ask the NPC which documents it needs for the particular application.

What do the digital format and QR code mean?

Modern NPC birth certificates and Birth Attestation Certificates are available in formats containing a QR code and certificate or registration number. These features assist verification of the document.

The samples show a standard NPC birth certificate, a newer birth certificate with a QR code, and a Birth Attestation Certificate with a QR code. The court affidavit has its own heading and certification.

A QR code does not change a Birth Attestation Certificate into a different type of birth certificate, nor does it automatically complete authentication or embassy legalization. Where an embassy requests a separate NPC verification letter or token, follow that requirement even if the certificate already has a QR code.

Applying while living outside Nigeria

Living abroad does not necessarily mean that you must return to Nigeria simply to begin obtaining your NPC certificate. Adult applicants can use the NPC attestation self-service portal and arrange assistance with supporting documents or later processing where needed.

The portal requires NIN verification where the applicant has a NIN, along with face capture. Follow the applicant identification requirements yourself while arranging any appropriate help with the application. attestation.nationalpopulation.gov.ng

For the supporting affidavit, a parent or suitable relative can make their own declaration about your birth. They are giving evidence in their capacity as the deponent, rather than pretending to be you.

Once the NPC certificate is issued, arrange any required authentication, embassy submission and delivery of originals according to the destination’s instructions.

Details to check before submitting your NPC certificate

Check your full name, particularly ensuring that the first name, middle name and surname are correctly captured. Then you check your date of birth, place of birth and parents’ names against your passport and the other documents used for the application. For emphasis, it is super important to ensure that your names, date of birth, and place of birth matches what is in your international passport. For family reunification applications or any other purpose where you may need to use your birth certificate as proof of relationship, inconsistent spelling of a parent’s name can be particularly troublesome because the certificate may be used to establish the relationship.

Also distinguish your date of birth from the registration date and issue date. An attestation issued in 2026 can properly certify that you were born in 1986. The later issue date does not mean that the certificate states you were born in 2026.

Similarly, the registration centre or place of issue is not necessarily your birthplace. A document processed in Abuja may identify Lagos as the place of birth. Read the actual field headings before assuming that there is an error.

Where information is wrong, arrange correction through the appropriate issuing authority before further processing. Authentication cannot correct a wrong date or name.

Choosing the Correct NPC certificate for Your Situation

For a child under 18, the usual starting point is NPC birth registration and a birth certificate. For an adult without an existing NPC certificate, it is ordinarily a Birth Attestation Certificate supported by a court affidavit for a statutory declaration of age. 

In any case, even if you already have an NPC issued birth certificate (the small one) as an adult, it is important to verify if the receiving authorities in your destination country will accept it. Otherwise it may still be necessary for you to apply for the NPC Birth Attestation Certificate along with a statutory declaration of age affidavit in order to stay on the safe side. This is particularly required for countries such as the Netherlands, Germany, Italy, Belgium, and Poland.

Both NPC certificates serve the same practical purpose as official evidence of birth. For use abroad, the next consideration is the supporting documents and processing required by the receiving authority.
