Nigerian Document Legalization for Rwanda
Rwanda uses an online Irembo service to legalize foreign public documents. For a Nigerian document, first obtain the correct record and complete any verification or notarization required for that document type. Then obtain Nigerian Ministry of Foreign Affairs authentication before applying through Irembo.
What Rwanda actually requires
Irembo states that a document from a country outside the Apostille Convention must first be authenticated by that country’s foreign ministry. For Nigerian documents, this means Nigerian Ministry of Foreign Affairs authentication. Academic, court, company or private documents may need verification, certification or notarization before that step.
The Irembo service covers civil-registry, criminal, academic, judicial, notarial and commercial records. The supporting uploads depend on the document category.
The selected Rwandan embassy office and Rwanda’s Ministry of Foreign Affairs process the application. When approved, the applicant receives a digital certificate with a QR code linked to the legalized document.
Translation. Rwanda’s immigration system accepts English and French for many procedures. Confirm translation for any record outside the language accepted by the receiving authority; a Nigerian English-language original may still need a certified copy or issuer verification.
Which Nigerian documents this affects
Irembo lists birth, marriage, single-status, divorce and death records, as well as police clearances, degrees, transcripts, school reports, court orders and powers of attorney. Its categories also cover certified copies, translations, wills and commercial registry extracts.
Step by step, from Nigeria
Obtain the correct Nigerian document
Correct any errors before starting. Academic records may need education-authority verification, court records may need court certification, company records may need Corporate Affairs Commission preparation, and private documents may need notarization.
Authenticate through the Nigerian Ministry of Foreign Affairs
Complete Nigerian Ministry of Foreign Affairs authentication before applying through Irembo. Rwanda requires the document to be authenticated in Nigeria first.
Apply through IremboGov
Choose Foreign Affairs and Consular Services, then Legalization of public documents from abroad to be used in Rwanda. Select the category that matches your document, choose the embassy office handling the application and upload the required PDF files.
Pay only through the official application
Use the billing reference generated by Irembo. Check the current price, upload size limit and processing time on the live Irembo service rather than relying on an old screenshot or an agent.
Retain the QR-linked e-certificate
Download the approved e-certificate and preserve the legalized document, QR code and submission record for the Rwandan recipient.
Timelines and planning
Irembo publishes a short processing target for an ordinary foreign-document application. This does not include the time needed for Nigerian verification, Ministry of Foreign Affairs authentication, corrections to rejected uploads or any further checks by the Rwandan authority receiving the document. A power of attorney for a property transfer uses a separate Irembo service and timeline.
Common Legalization Mistakes to Avoid
- Applying to Irembo before Nigerian Ministry of Foreign Affairs authentication.
- Choosing the wrong Irembo document category or uploading an unreadable scan that exceeds the stated size limit.
- Using the ordinary civil or academic document service for a property-transfer power of attorney, which has a separate Irembo service.
- Discarding the QR-linked e-certificate or assuming legalization replaces academic equivalence or professional licensing.
