Document Legalization
Nigerian Document Legalization for China
If a Chinese authority asks you to legalize a Nigerian document, first confirm the exact document and any preparation it requires. The Chinese Embassy now directs non-Chinese applicants to its visa application centre in Abuja for consular legalization.
What China actually requires
The Chinese authority receiving your birth certificate, marriage certificate, police record or qualification decides whether it needs consular legalization. The Embassy’s August 2026 instructions require the original document for a legalization application and say that non-Chinese applicants submit through the Chinese Visa Application Service Center in Abuja. The Embassy, not the centre, decides whether to legalize it.
Do not pay for notarization merely because the document is Nigerian. Ask the Chinese receiving authority and the visa application centre which signatures and prior certifications are required for your particular document. A notarized affidavit, a government certificate and an academic record are not interchangeable.
Apostille does not apply to your case. China joined the Hague Apostille Convention in November 2023, but that only replaces legalization for documents issued in other member countries. Nigeria is not a member, so Nigerian documents still need full consular legalization for China.
The Embassy’s current instructions allow an agent to submit a legalization application with a signed power of attorney and the specified identity documents. They do not publish a general proxy ban for police or marriage certificates. The Embassy may request further evidence in an individual case.
Which Nigerian documents this affects
A Chinese school, employer, civil registry or immigration office may ask for different evidence. For example, a school may assess your certificate and transcript, while a family application may require a marriage or birth record. Ask that office whether it wants the original, a certified copy, a translation or consular legalization before you start paying for any of them.
Step by step, from Nigeria
Confirm the document and any prior certification
Obtain the correct Nigerian record from its issuing authority. Ask the Chinese office that will use it, and the visa application centre, whether this particular record needs notarization, an issuing-body check or Nigerian Ministry of Foreign Affairs authentication. The Embassy’s current application checklist does not impose one notarization rule on every document.
Authenticate at the Nigerian Ministry of Foreign Affairs
If Nigerian Ministry of Foreign Affairs authentication is required for your document, begin the request through Advanced Consular Services online. Follow the appointment instructions for physical vetting and confirm the documents to present. Do not rely on a fixed walk-in address or assume that every school certificate first needs a separate education-ministry stamp.
Legalize at the Chinese Embassy or Consulate
The Embassy’s 17 August 2026 notice directs non-Chinese applicants to the Chinese Visa Application Service Center at Murjanatu House, 3rd Floor, 1 Zambezi Crescent, Maitama, Abuja. It lists a completed legalization form, the original document and valid identity evidence. Check the current centre instructions and ask whether your document needs any additional certification before visiting. The Embassy may ask for other documents.
An agent may apply with a copy of the applicant’s identity document, a signed power of attorney, and the agent’s original and copy of their identity document. Confirm any form-signing and collection instructions with the centre before appointing someone.
The current Embassy notice does not say that police or marriage certificates always require personal submission. If the centre gives a document-specific instruction, follow that instruction and keep a copy.
Timelines and planning
The Embassy publishes four working days for standard service, collection on the third working day for express service, and collection on the second working day for urgent service in extreme emergencies. These are Embassy service times, not a promise for Nigerian preparation or an application needing more evidence. Confirm the available service and collection date with the Abuja centre.
The August 2026 notice lists an Embassy legalization fee of NGN 8,400 for a foreign citizen’s civil matter and NGN 16,800 for a commercial matter. Centre service charges are separate. The Embassy says its fee is paid on collection by online bank transfer, not cash or personal cheque. Confirm the total payable with the centre before submission.
Common Legalization Mistakes to Avoid
- Notarizing every Nigerian record without checking what the Chinese receiving office and the centre actually require.
- Assuming an agent is prohibited for every police or marriage record. The current Embassy checklist provides an agent procedure, subject to any case-specific instruction.
- Assuming an apostille works. China is now in the Apostille Convention, but it does not apply to Nigerian documents because Nigeria is not a member.
- Using an old visa-centre address or fee notice. Check the Embassy’s August 2026 instructions before travel or payment.
