What Canada actually requires

Canadian law does not generally require a foreign public document to be authenticated before it can be used in Canada. For an IRCC application, follow the program checklist. A university, regulator, court, registry or other institution may separately request authentication.

IRCC generally accepts supporting documents in English or French. If a document is in another language, follow IRCC’s translation instructions for that application, including any translator affidavit and copy of the original. Do not order a translation for an English Nigerian record solely because it was issued abroad.

Most Nigerian official documents are in English and need no translation.

For Canadian permanent-residence applications, IRCC names the Nigerian Police Character Certificate as the police record to obtain. Its Nigeria page gives options to apply through the Central Criminal Registry or by mail and distinguishes police-certificate fingerprints from immigration biometrics. Check the current programme checklist and timing before applying.

For Express Entry, a foreign degree used for Federal Skilled Worker eligibility or education points needs an Educational Credential Assessment from an IRCC-designated organization or professional body. That assessment checks authenticity and Canadian equivalency. It is different from Nigerian MFA authentication, embassy legalization and provincial professional licensing.

Nigeria cannot issue a Hague Apostille. If a Canadian institution asks for authentication, confirm whether Nigerian Ministry of Foreign Affairs authentication and any further step it specifies will meet its requirement.

Confirm which records need authentication or legalization for the purpose in question.
